九州７県と財界などでつくる九州観光推進機構が、留学生を中国語、韓国語の通訳ガイドとして活用することを目的に、特区の指定を国に申請している。
九州への入国外国人数は昨年、過去最高を記録したが……
特区の名前は「九州観光“おもてなしの輪”創造特区」。６月に成立した総合特区法に基づく制度「地域活性化総合特区」での指定を目指すものだ。これは、国が認めた地域のみで規制緩和や税制上の優遇措置などが講じられる制度で、地域経済の活性化を目的としている。このほかにも、産業の国際競争力強化を目的とした「国際戦略総合特区」というものもある。
九州観光推進機構の目的は、もちろん中国や韓国からの観光客を九州に呼び込むことだ。官邸に提出した資料では、2013年までに入国外国人数130万人を目標として掲げている。
2010年の九州の国際的経済活動をまとめた「九州経済国際化データ2011」（九州経済産業局）によると、2010年の九州への外国人入国者数は100万1088人。100万人を超えたのは初めてで、86年の統計開始以降で最高だったという。
九州には国家資格の通訳案内士が多数いるが、英語が多く中国語や韓国語のガイドが少ない。またこの資格は試験が年に１回しかないばかりか、言葉だけではなく日本史や地理の知識も求められるなど内容は難しく、合格率も１割程度という難関資格。しかしこの資格がなければガイドをしても報酬を受け取ることができない。自治体が留学生に呼びかけて通訳ガイドをしてもらうことはあるが、これもボランティアであることが多く、なかなか数が集まらないのが関係者の悩みだ。
外国人が日本で就労する場合、本連載第１回「“ビザ”って何？（１）――“ビザ”の種類と変更」でも触れた17種類の在留資格のうちのいずれかが必要になる。通訳を行う場合は、このうちの「人文知識・国際業務」に当たる。在留資格が「留学」のままでは、ボランティアで通訳はできても、仕事として（報酬をもらって）通訳をすることはできない。そこで今回の特区申請では、規制緩和して試験の代わりに研修を受ければ資格が認定されるよう求めているほか、在留資格「留学」で来日している留学生がガイドとして活動する際、入管に対して行う資格外活動許可手続きについても緩和するよう要望している。
在留資格「人文知識」については、大卒の場合、大学での専攻と業務との関連性が求められるが、「国際業務」については、大卒なら翻訳・通訳・語学指導を行なう場合、大学での専攻については限定されていない。ただし日本語能力を証明しなければいけないし（日本語能力検定１級・２級などが必要）、就労先の企業では通訳・翻訳・語学指導以外の業務はできない。。

The name of the special zone is [Kyushu Tourism “Hospitality Circle” creative special zone]. It is aimed at designating as “Local revitalization general special zone” in accordance with the general special zone law system came into effect six months ago.
Which is the only area recognized by the government having easing regulation and tax incentive system with an objective of local area economic revitalization. In addition, to establish internationally strategic general special zone with an objective of strengthening international competitiveness of the industry.
The purpose of Kyushu Tourist Promotion Organization is to attract Chinese and Korean sightseers to Kyushu. The application submitted to the government set a goal of 1,300,000 foreign visitors by 2013. According to the “data from Kyushu economic internalization 2011” (Kyushu Bureau of Economy, Trade and Industry) compiling year 2010 Kyushu international economic activity, the number of foreign visitors reached 1,001,088. Since taking statistical record in 1986, it is the first time exceeding one million visitors mark.
Though there are many nationally certified English interpreter guides in Kyushu, Chinese and Korean speakers are in short supply. Furthermore, qualification exam administered only once a year, a rather difficult curriculum comprising not only language but also Japanese history and geographic awareness where successful rate of completion is as low as 10 percent. Without qualification, even a guide is not entitled to receive payment. Nonetheless, at times municipalities offer interpretation job for foreign students, in most cases they are volunteers and quite reluctant to show up which may have distressful effect for the people concerned.
When a foreigners seek an employment in Japan, as mentioned before in this serial Article 1 “What is Visa?” (1) — “type of visa and change of visa”, it is required to hold status of residence among the 17 types of status of residences. In case of engaging in interpretation, applicable qualifications are [specialist in humanities / international service]. Holder of “study abroad” status of residence may engage in voluntary interpretation but not as an income generating activity. This time the application for special zone is requesting to ease regulations so that one may attend training instead of taking exam to get credentials, whereas easing the immigration procedure for foreign students with “study abroad” status of residence who would like to acquire permit to engage in guide activities without qualification.
University graduates having “specialist in humanities” status of residence are required to engage in activities having direct relation with their field of study. However, when graduates having “international service” status of residence engage in activities such as “translation”, “interpretation”, “language guidance”, they are not required to conform in activities having direct relation to their field of study. However, they have to prove their Japanese ability (JLPT level 1 / JLPT level 2 is required) and it is not allowed to engage in activities other than “translation”, “interpretation” and “language guidance”.

第3回 持有留学签证能做导游工作吗？——九州在申请指定特区
由九州7县和商界联合创办的九州旅游振兴机构，以活用留学生来增加中国语、韩语的翻译导游为申请理由，正向国家政府申请将九州列为指定特区。

特区的名字是《九州旅游“热情款待”创造特区》。以6月成立的综合特区法里提出的《地域活性化综合特区》的指定内容为目标。《地域活性化综合特区》是指以促进地区经济活性化为目的，在国家承认的地区内实施放宽管制和减免税收等优惠政策。此外，还有以加强产业国际竞争力为目的的《国际战略综合特区》。
九州旅游振兴机构的出发点当然是为九州吸引来更多的中国、韩国等外国游客。在向政府提交的资料里提到，到2013年入境的外国人数目标是130万人次。根据2010年的九州国际相关经济活动统计出的《2011九州经济国际化数据》（九州经济产业局）里显示，2010年九州的入境外国人为100万1088人次。这是有史以来第一次超过100万人次，也是86年开始统计以来人数最多的一次。
在九州有许多持有国家认证资格的翻译导游，但是英语导游占绝大部分，中文和韩语的导游相对来说比较少。这个资格认证的考试是一年只有一次，而且考试内容不仅有日语，还有难度较大的日本历史和地理知识等，被称为合格率仅为10%左右的难关资格考试。可是，如果没有获得此资格证，即便从事了相关工作也是不能获取薪酬的。地方政府曾也有召集过留学生做翻译导游，不过都是义务帮忙形式的，主办方经常因聚齐不了人数而发愁中。
如果外国人在日本工作，就必须要具备本连载第一回《签证是什么？（1）——“签证”的种类和变更》里提及到的17种签证的任意一种。如果从事翻译工作，就必须持有上面说到的17种签证里面的《人文知识·国际业务》。其中写到仅持有”留学签证”的话可参加翻译的志愿活动，但不允许从事翻译工作（得到薪酬）。此次的特区申请里不仅提出了放宽外国留学生的“翻译导游资格考试”制度，可以以参加相应的研修来取代考试的优惠政策；并且提出了缓和留学生从事导游工作的相关限制，及放松办理“资格外活动许可”的相关手续等要求。
《人文知识》的签证，需要工作内容与大学里所学的专业有关联性。而《国际业务》的签证是只要是大学毕业，从事翻译、口译、语言教学工作的情况下，是不限定大学专业内容的。但是必须提供日语能力证明（日语能力检定1级或2级），并且在公司里不能从事口译、翻译、语言教学以外的工作。
