2011年（昨年）７月から、中国人の個人観光客に対して数次ビザ（沖縄数次ビザ）の発給が始まった。発給件数は従来と比べてかなり多いようだ。１度目は沖縄県を訪れることなどが条件で、昨年同県を訪れた中国人観光客は一昨年よりも増えているが……。

日本を訪れる中国人観光客は今後も増えるのか
数次ビザとはマルチプルビザのことで、一定期間内であればその国に何度も出入りすることができる。昨年始まったこの制度は、観光で日本を訪問する中国人に対して、1度目に沖縄を訪問することなどを条件に、3年間有効なビザを発給するというもの。収入条件もあるため、実質的に富裕層向けとされている。日本が観光客に数次ビザを発給するのは初めてのことだ。従来のビザは1回の滞在期間が15日だったが、延長して90日以内となった。2回目以降は日本国内のどこを訪れてもよく、個人観光ビザと同様、ビザ申請人及び日本の旅行会社から提出される書類に基づいて中国の旅行会社が申請する。以前は中国人に対しては団体観光のみにビザが発給され、添乗員の付き添いが必要だった。しかし自由度の高いこの数次ビザの発給が始まることで観光客が増えるとの期待が高まっていた。
外務省領事局や琉球新報などによると、7月1日から9月30日までの発給件数（暫定値）は4443件だった。また11月までの５カ月間のビザ発給件数は7203件で、従来の個人観光ビザに比べ約33倍に上っている。上々の滑り出しといってよさそうだ。
沖縄県が発表した昨年の観光客数は547万9100人で、うち外国客は28万人（5.1％）。一昨年と比べて全体（日本人含む）で37万6000人、外国客数で4700人も減少している。全体および外国人観光客というカテゴリーでは一昨年より減っているが、中国本土などからの観光客は増えている。28万人の外国人観光客のうち、最も多いのは台湾からの11万3000人で、ついで香港からが５万1200人、中国本土からは３万3000人、韓国からが２万2700人などとなっており、台湾からの客は一昨年よりも減ったが、中国本土・香港・韓国からの観光客は増えている（それぞれ8600人、4700人、7400人の増加）。
だからといって、中国からの観光客が今度も順調に増えるかどうかは分からない。中国の旅行業界関係者からは冷静な声が聞こえてくる。いわく、「ビジネス目的ならともかく観光目的で何度も日本を訪れる中国人が増えないのではないか」とのことだ。
作家でジャーナリストの莫邦富氏はウェブのコラムで、「そもそも沖縄に行きたいと思って、ビザを取る中国人観光客は少ない」とした上で、「沖縄訪問は中国人観光客から見ればビザ取得に支払う一種の対価のようなもの。一度だけ訪れてもいいと思っている旅行客をいかに虜にし、リピーターとしてまた来てもらえるかは、沖縄県民の皆さんの腕にかかっている」と述べている。たしかにこの意見も一理あるだろう。
だが日本にしてみれば、今後中国に限らず外国人観光客にはリピーターになってもらい、日本全国各地を訪れてもらいたいはず。数次ビザの効果をしっかりと把握し、次につながる施策を、沖縄県に押し付けず国を挙げて打たなければならない。

Will the number of Chinese tourists visiting Japan continue to increase?
The multiple entry visa is a type of visa which allows the holder to enter and leave the country multiple times within a given period of time. Since beginning of the program last year, visas issued to visiting Chinese tourists were required to visit Okinawa first and it is only valid for three years. Furthermore, the income requirements were high. This is the first time the multiple entry visas issued to tourists. The period of stay for the visa was extended from 15 days per visit to 90 days per visit. Subsequent visits to Japan are not bound to any condition or specific location, tourist with individual visa could also apply with any travel agency in China based on the documents submitted by the applicant’s visa and travel agencies in Japan. Previously visa could only be issued to Chinese tourist group and must be accompanied by a tour guide. But with high degree of flexibility, the expectation of the increase in numbers of visa issued to tourist had increased.
According to the Bureau of Consular Affairs and Ryukyu Shimpo, the number of visa issued between July 1st and September 30th was estimated to be 4443. Furthermore, between the five months up to November shows 7203 visa was issued which is 33 times more compared to previously issue individual tourist visa. Across the board, it looks like the program starts off very well.
According a given statement by the Okinawa Prefecture, there are 91,000,547 tourists in Okinawa last year where 280,000 (5.1%) were overseas tourists. Compared to two years ago (including local tourists) there were a decline of 376,000 tourists and 4700 of them was foreign tourists. The overall of foreign tourists visiting Japan have decreased over the past two years, only tourists from mainland China has been increasing. Of the 280,000 foreign tourists, 113,000 tourists are from Taiwan, followed by 51,200 tourists from Hong Kong, 33,000 are from mainland China and 22,700 are from South Korea. Tourists from Taiwan have decreased from the past two years, while tourists from mainland China, Hong Kong and South Korea has been increasing (8,600 people, 4,700 people, 7,400people respectively).
Nevertheless, whether the numbers of Chinese tourists are increasing steadily is not known. An official from China’s travel industry spoke with a calm voice, ‘The number of Chinese visiting Japan for either sightseeing or business for multiple times have not increased’.
Author and journalist Hiroshi Kumi Tomi-shi wrote on a web column, ‘When I went to Okinawa, there are not many Chinese tourists with visa’; on top of that, ‘Viewing from the Chinese perspective, would I like to visit Okinawa as compensation for a multiple entry visa? Also how to captivate the tourists who were only thinking of visiting once to come back and visit again? It’s rested on the shoulders of the people of Okinawa.’ This opinion certainly has a point.
Looking from the Japan’s perspective, in the future foreign tourists not just limited to China will want to visit again and to visit all over Japan. Grasping the result of the multiple entry visa programs, the next measure will be to imposition not just only on Okinawa but also for the whole country.

2011年（去年）7月开始，对中国的个人游客开始签发多次入境签证（冲绳多次入境签证）。签发数量比以前增加很多。首先要访问冲绳县等条件,所以去年访问该县的中国游客比前年增多，但是･･････
访问日本的中国游客今后还会增加吗？
多次入境签证是指反复入境签证，只要是在一定期限内，可以反复出入那个国家。去年开始的此制度，对来日本旅游的中国人，以首先第一次来日需访问冲绳等事项作为条件，签发3年有效签证。为还有收入水平的条件，所以被认为实质上是面向富裕阶层的一项制度。 日本向游客签发多次入境签证还是首次。 以前的签证一次只能滞留15天，延长之后才变成90天以内.第2次之后可以访问日本的任何地方，与个人旅游签证一样，根据签证申请人以及日本的旅游公司提出的资料，由中国的旅游公司申请。以前对于中国人只签发团体旅游签证，必须有导游陪同。以通过这次开始签发自由度高的这个多次入境签证，日本政府期待着能使来日游客的逐渐增多。
据外务省领事局和琉球新报等统计，7月1日到9月30日的签发件数（暂定值）为4443件。而且到11月为止的5个月间签证签发件数为7203件，以前的个人旅游签证的约33倍。可以说开了一个非常好的头儿。
去年冲绳县发表的游客数为547万9100人，其中外国游客为28万人（5.1%）。跟前年比全体（包含日本人）减少37万6000人，外国游客也减少4700多人。全体以及外国游客是比前年减少，不过，从中国大陆等来的游客却有所增加。在28万人的外国游客之中，最多的是台湾来的11万2700人等。台湾的游客比去年减少，不过，中国大陆・香港・韩国来的游客却有所增加(各增加8600，4700，7400人)。
但是还不能确定今后中国来的游客是否会继续顺利增加。从中国的旅游界业内人士之中听到冷静的声音。说：“姑且不论商业目的，单纯以旅游为目的而多次访问日本的中国人可能不会增加”。
作家兼记者的莫邦富在网上的专栏说，“其实因想去冲绳而办理签证的中国游客本来就很少”， 另外说：“访问冲绳从中国游客看来是为取得
签证而支付的一种代价。想把抱着只访问一次的想法而来的游客变成冲绳的俘虏， 让他们还想要再来，这确实要看冲绳县民各位的本事了”。 确实这个意见也有其道理。
但是对于日本来看，今后不仅是中国，对所有外国游客都希望他们能再来，访问日本全国各地。 认真掌握多次入境签证的效果，制定下一部关联政策的责任，不能只是强加给冲绳县，而是需要全国上下一致采取相应的政策才行。
